Luffy and his band of Straw Hat Pirates have traveled the world and experienced many adventures, fighting and defeating many villains along the way. These villains will be the focus of this article, as we've decided to rank the 20 most powerful One Piece villains by strength. Enjoy!

20. Don War

As a captain, he had complete control over all his subordinates. He was considered (in terms of military strength) the most powerful and feared pirate in the East Blue. Even though Arlong's bounty was higher than his own, the Marines considered him a major threat due to his enormous fleet of fifty ships and 5,000 men, as well as his constant plundering. This, however, wasn't entirely true, as Luffy said Krieg's fleet wasn't as powerful as he claimed, and they only used a few to scare off their opponents.

19. Queen

As one of the Beast Pirates' "disasters," Queen holds great authority in the crew, second only to Kaidou. Holding the rank of "headliner," Queen is one of the most powerful members of the crew, symbolizing his threat to the World Government with his bounty of 1,320,000,000 Berries. He oversees the Beast Pirates' assassins, as Kyoshiro recommended contacting him when they attacked his comrades. Queen also possesses strong willpower, as he was able to remain conscious after Luffy used Haoshoku Haki.

Queen consumed the Ryu Ryu no Mi, Model: Brachiosaurus, a prehistoric Zoan-type Devil Fruit that allows her to transform into a brachiosaurus. When fully transformed, Queen becomes much larger, surpassing even Big Mom's height of over eight meters. She can use the brachiosaur's signature long neck in combat, primarily to hit distant targets. Additionally, her body weight is greatly increased, and she can use this to her advantage, as very few opponents can withstand the pressure her enormous transformed body is thrown at them.

18. Bartholomew and

Kuma is one of the few people to have defeated the entire Straw Hat Pirates, and is also the only character introduced so far to have single-handedly defeated the crew twice. However, the crew was extremely weak both times and they were in no condition to fight again, let alone against a Sea Warlord (when they first encountered, the crew had just finished a fight against a Sea Warlord, Gecko Moria, also on an island full of zombies and Odz, in the second encounter, they had just fought a Pacifista while fending off a second attack, Kizaru and Sentomaru).

However, he doesn't want the crew killed, as he let them escape. Bartholomew Kuma was one of the Warlords of the Sea, a group that constitutes one of the Three Great Powers. Kuma is easily one of the most powerful characters in history. Among other things, he managed to defeat the Straw Hat Pirates twice. Kuma also had very fast reflexes, as he easily deflected one of Luffy's Gear Second attacks.

17. King

King was able to withstand several heavy blows from Marco as he emerged without much apparent damage. He also proved his fighting skills by displaying great agility and speed against Zoro, whose attacks he actually largely overwhelmed, almost permanently knocking him out of the fight, and he demonstrates this with his ability to travel great distances in an instant. True to his epithet "King the Fire," King is capable of creating flames.

As one of the last representatives of the Lunar People, King possesses the ability to create fire with his body. He uses this skill to increase his melee attack power, for example by delivering a flaming punch or by firing projectiles, as he did in his Pteranodon form, and can even create powerful and wide fire attacks, taking the form of dragons.

1 6. Charlotte Katakuri

Charlotte Katakuri is Big Mom's second child, as well as the Minister of Flour and one of the three Candy Generals; a bounty of 1,057,000,000 berries hangs over her head. According to Brûlée, not only has he never been defeated, but he has never even been overthrown.

He has a very wide mouth full of fangs that he always hides with a scarf and that he only uncovers when he has to eat: at those moments he isolates himself completely, killing anyone who sees him, even if it is only by mistake.

Cold and solitary, in public he displays a very calm and refined attitude while in private he reveals himself to be greedy without any restraint as much as Big Mom; despite this, he has a great sense of loyalty and honor towards the opponents he deems worthy of merit.

15. Arlong

Arlong is a fish-man, a massive humanoid who is larger and stronger than any normal human. Arlong, however, is very important, even among fish-men. His power was said to be greater than that of Don Krieg, the most powerful pirate in the East Blue.

As a Fish-Man, he is ten times stronger than an ordinary human and even stronger underwater. However, he appears to possess super strength, even by Fish-Man standards: he has been seen lifting a house with his bare hands in search of Usopp, and his powerful shark-like jaws are capable of bending metal, crushing stone, and tearing through surface meat.

He also possesses incredible resistance to pain: during his fight with Luffy, he broke many of his teeth, which quickly grew back, and he put his broken nose back in place without wincing. Arlong can also enter a sort of berserker mode when he becomes angry. When this happens, his eyes take on an appearance similar to those of the Sea Kings. While in this state, his strength and speed increase exponentially, making him much more dangerous than he already is.

14. Kurozumi Orochi

As shogun, Orochi had complete control over Wano Country and its people. He had government officials working under him and enforcing his laws, and he also had the support of Kaidou, one of the Four Emperors. Therefore, if he or one of his subordinates was threatened, Kaidou would quickly find out and deal with the threat. He believed that with Kaidou's support, neither the World Government nor the World Nobles could bring down his regime.

Orochi ate the Hebi Hebi no Mi, Yamata-no-Orochi model, a mythical Zoan-type Devil Fruit that allowed him to partially or fully transform into the mythical eight-headed serpent Yamata-no-Orochi. These seemed to be able to vary in size and length, as during the encounter with CP0 they were no larger than his body and the next time he used them, they exceeded this size several times. In this form, he had the ability to attack from multiple directions with considerably powerful jaws.

13. Gecko Moria

Gecko Moria was a sea warrior, as well as one of the most experienced pirates in the entire Grand Line. Physically, he was able to stand for about ten minutes after Nightmare Luffy's Gomu Gomu no Pistol and Gomu Gomu no Storm knocked Oars off his feet. Furthermore, he appeared to be unharmed when Nami's thunderbolt attack hit Oars. Due to his size, he can easily carry a normal human with one hand.

He was back on his feet and still fighting after a full-power hit from Jinbe (though the blow knocked him out of the battle for a while). Moriah is also shown to be intelligent and strategic, showing an interest in projects on several occasions. He often plans the future with his zombies, putting certain shadows on certain bodies and altering the bodies to suit his purpose, given the circumstances.

12. Hody Jones

As a fish-man, he is ten times stronger than an average human and twice as strong in water. However, his strength is monstrous even by fish-man standards: he can completely destroy a massive stone wall simply by grabbing it, and he can launch drops of water with such force that they strike like deadly bullets. Usopp pointed out that Arlong is nothing compared to Jones. Camie mentions to Nami that Jones's mind is more dangerous than his strength.

In the anime, he fought Zoro underwater, causing him pain, so he was able to fight at a similar level to the swordsman (although being underwater, he could not fight at his highest level). However, in the manga, he was defeated in a single attack and without apparent difficulty by the member of the Straw Hat Pirates.

During his time in Neptune's army, he was recognized as a particularly talented soldier. As such, he gained knowledge and experience in battlefield combat techniques.

11. Magellan

As Impel Down's warden, Magellan had complete control of the prison. However, after the time skip, Hannyabal became warden, and Magellan was demoted to vice warden. According to Mr. 2, Magellan is known for silencing even the most dangerous prisoners. Indeed, all the prisoners are afraid of him. Even two former privateer captains, Crocodile and Jinbe, were worried about Magellan's imminent arrival during their escape.

Despite his demotion, he is still considered the most reliable and strongest man in Impel Down. However, he spends most of his time in the bathroom due to his constant diarrhea. In addition to sleeping about eight hours a day (not including meals and breaks), he only trains about four hours a day. Nevertheless, he possesses both the authority and the ability to execute any of Impel Down's prisoners at will.

Magellan, despite suffering from severe diarrhea for 10 hours a day and sleeping for 8 hours, is still able to easily coordinate Impel Down's defense squads in the event of a potential break-in or if prisoners attempt to escape, being fully aware of all the prison's mechanisms and traps.

10. Rob Lucci

Lucci is always accompanied by his faithful Hattori, who never leaves his side except when he's fighting. After breaking into Franky's base, he shows Hatori the photo. The most powerful agent of all CP9, at 13 years old, he already possessed superhuman strength when, on his first mission, he eliminated 500 soldiers and took five cannonballs, earning him the nickname of the cruelest executioner in CP9 history. His reputation is such that vice admirals believe he can even survive a Buster Call, the Navy's most powerful attack.

Many soldiers consider him a living legend, feared by all and extremely powerful. He demonstrates this during his first fight against Luffy, when he easily overwhelms Zoro. During his operations or battles, even the vice admirals do not attempt to intervene to help him. On the contrary, they even go so far as to destroy buildings to eliminate the enemy, claiming that Lucci will survive.

He also has a good analytical mind since, after several exchanges with Luffy during his second fight, he understands that his Gear 2 is a doping technique that makes him more powerful but weakens his body. Lucci's physical endurance is absolutely exceptional: during his fight against Luffy, he will suffer enormous damage which does not prevent him from wanting to face the entire Straw Hat Pirates.

9. Borsalino / Kizaru

As Admiral of the Marines, Borsalino has complete authority over all soldiers below him and has the ability to summon a Buster Call on any territory he deems appropriate, as well as remove any warlord of the sea from office. Considering his position, his leadership ability is exceptional, as seen during the Great War.

As an admiral, Borsalino is considered one of the three most powerful individual fighters in the government and the Marines, and his mere presence was enough to cause widespread panic among the pirates of the Sabaody Archipelago, including the eleven Super Rookies.

There he defeated five of the eleven and, during the Great War, was able to survive after facing notable figures of piracy such as Marco or Whitebeard himself, to whom he caused great problems. Already as a vice admiral, he stood out for his strength, being able to defeat Arlong quickly and effortlessly.

8. Crocodiles

Sir Crocodile is the main antagonist of the Alabasta arc and also appeared as the main antagonist of the eighth film. He has very high self-esteem and believes in his own strength, which leads him to always treat anyone with contempt; he hardly loses his temper and always shows great intelligence and thoughtfulness in all aspects of his plans, ensuring that they can succeed even if they don't go as planned.

Crocodile ingested the Rogia Sand Fruit, which allows him to transform into sand and become intangible to everything except liquids; the fruit also allows him to create sandstorms and blades and dry out anything he touches by absorbing the liquid portion. In place of his left hand, Crocodile has a large golden hook that hides a powerful poison capable of causing heart failure in the opponent. Before joining the Fleet of Seven, a bounty of 81 million Berries was attached to his head.

7. Kuzan/Aokiji

As Admiral of the Marines, Kuzan had complete authority over all soldiers below him and had the ability to launch a Buster Call on any territory he deemed appropriate and remove any warlord from office. His abilities were such that Sengoku personally nominated him to the government's commander-in-chief to become the next Fleet Admiral.

However, by resigning from the Marines, he lost all his privileges and influence. Having served as an admiral, Kuzan was considered one of the three most powerful individual fighters in the government and the Marines.

He has proven capable of fighting notable pirate figures such as Jozu, commander of the Whitebeard Pirates' Third Division, whom he managed to defeat through forgetfulness; Doflamingo, who decided to avoid a direct fight with the former admiral; and even Whitebeard himself. Before the timeskip, he was able to easily defeat Luffy and the other Straw Hat Pirates by himself. Apparently, he has great stealth skills; he can appear in front of Doflamingo without him noticing his presence.

6. Énel

As the "God" of Skypiea, Enel had complete control of the island, thanks in part to his Mantra. He took this title too seriously. Enel is extremely powerful and comes across as weaker than many others because Luffy is naturally immune to Goro Goro no Mi's powers. Enel's strength was demonstrated when he defeated Robin, Gan Forr, Wiperm, and Zoro easily and very quickly, without his opponents having time to do anything.

Enel possesses a wealth of knowledge and awareness of things many locals are unaware of, including the value of gold and its properties. This awareness allows him to keep these things to himself. However, before Luffy's arrival, he was unaware of the existence of rubber.

He is also very perceptive and possesses an astonishing ability to adapt. Despite his confidence, Enel's prediction that the survival game would end with himself and four others proved false, as he failed to sense Luffy in Nola's womb, but instead eliminated the ancient god, Gan Forr believing he was restoring his prediction.

5. Don Quixote Doflamingo

Donquixote Doflamingo is the main antagonist of the Dressrosa arc. Nicknamed "Celestial Demon", he is the captain of the Donquixote clan and the king of Dressrosa.

One of the most politically and economically influential men in the world, he has long led the slave trade in the Sabaody Islands and is at the head of numerous criminal activities in the New World, acting under the alias Joker; moreover, knowing a secret concerning the Celestial Dragons, his authority can even prevail over that of the Grand Admiral of the Navy.

Doflamingo is a very cynical, ruthless, and indifferent individual and believes in the advent of a new era of piracy, in which there is no longer any room for dreamers and idealists. Doflamingo ingested the Paramisha Filo Filo fruit, which allows him to create threads with his hands and use them at will.

With them, he can control a subject and move them like a puppet, he can use them to attack and cut, he can introduce them inside his body to repair damaged organs and, after awakening his fruit, transform surrounding objects into threads to be manipulated.

4. Sakazuki / Akainu

Among the most prominent figures in the New World, Sakazuki is known for his viciousness and lack of scruples, striking fear into the hearts of every pirate. After Van Augur, following the Summit War, identified Sakazuki aboard a pirate ship to negotiate, Blackbeard decided to escape immediately, knowing the consequences of his fight even after acquiring the powers of the Gura Gura no Mi, and having reinforced his crew with some of the world's most dangerous criminals.

In addition to his enormous physical abilities, Sakazuki stands out as a highly skilled manipulator who uses his great gifts of rhetoric and persuasion to trick his opponents into doing his bidding.

For example, he feigned sympathy for Squard and used his hatred of the late Pirate King to influence him and betray his loyalty to Whitebeard. He also used Ace's devotion to his captain to his advantage, managing to provoke the commander by simply insulting Newgate and immediately obtaining his coveted head.

Sakazuki consumed the Magu Magu no Mi, a Logia-type Devil Fruit that grants him the ability to transform his body into magma and manipulate it at will. Within fire abilities, Sakazuki's appear to be at a higher level, as demonstrated by burning Ace and overcoming the fire of his Mera Mera. The destructive heat and explosive powers of magma allow Sakazuki to cause enormous damage and even drastically change the climate of the place where his abilities are at their peak, as happened in Punk Hazard after his duel with Kuzan.

3. Marshall D. Teach / Blackbeard

Blackbeard is a powerful man even before he possesses his Devil Fruit abilities. Indeed, he managed to injure Shanks, one of the Four Emperors, leaving him with three facial scars over his left eye. He also possesses great physical strength, having held his own after being attacked several times at close range by a Logia-type Ace.

Blackbeard considers himself "the most powerful man on Earth" after acquiring the power of the Gura Gura no Mi. He ate the Yami Yami no Mi, a Logia-type Devil Fruit. This fruit allows one to become, control darkness, and absorb anything the user wishes. It is a very powerful fruit that can cancel out the power of another Devil Fruit, much like the Sea Granite.

He can attract any Devil Fruit holder with a vortex, allowing him to hit them even if the enemy fruit is a Logia type. This makes sense why Shanks, one of the Four Emperors, came to Whitebeard to tell him that Ace shouldn't go looking for Blackbeard. After the events of Impel Down, Blackbeard went to Marineford and finished off the already seriously injured Whitebeard.

After killing Whitebeard, he hides himself and Whitebeard's body under a sheet. He emerges with the power of tremor, making him the wielder of two Devil Fruit powers, a feat described as impossible. It is still unknown how he managed to steal it, nor is it known how Teach can wield both powers. According to Marco, this is due to a peculiar and abnormal structure of his body.

2. Charlotte Linlin

As expected of someone who was one of the Four Emperors, Big Mom is one of the most powerful and influential pirates in the world. The Five Elders mentioned that she was one of the few people capable of stopping Blackbeard. Even the Straw Hat Pirates acknowledged that they could be quickly crushed if they fought her recklessly. She is referred to by Kaidou's subordinates as the "strongest woman in the world."

Thanks to her strength and influence, Linlin has managed to assemble a very powerful crew composed of internationally important allies, such as Capone Bege, a member of the Worst Generation, or Jinbe, a former sea warlord. She also has considerable influence within the underworld, having important ties to some of its emperors or members of the Germa 66. Those who marry her children automatically become members of her crew.

She is known to be capable of destroying entire countries for candy, even intimidating her own subordinates, such as Pekoms and Tamago, who have expressed great fear when speaking to her irritably. In fact, the vast majority of her subordinates and children have been shown to fear her mother. Ironically, this fear makes Big Mom more powerful due to the nature of her Devil Fruit powers.

Big Mom wields enormous influence in the New World, keeping a large number of territories under her protection, much like Edward Newgate. Her influence in her world allows her to gather information on people of interest based on threats and requests. It is said that even demons would attend her tea parties if invited. It is unknown if she still has the same influence or if she still holds the same territories after her defeat.

1. Kaidou

Before the conflict at Marineford, Kaidou attempted to take Whitebeard's life, something few would dare do, though he eventually faced Shanks. When Gecko Moria was at his strongest, Kaidou fought him and emerged victorious, devastating his entire crew. The Five Elders have mentioned that Kaidou is one of the few people capable of stopping Blackbeard.

Trafalgar Law stated that Kaidou could easily assassinate Donquixote Doflamingo, a world-renowned and extremely powerful pirate. Law also theorized that even with an alliance with the Straw Hats, his chances of overthrowing the Emperor were reduced to 30%. This statement may be questionable, however, as at that time, Law was not in any real, open conflict with Kaidou.

The Emperor managed to defeat another member of "The Worst Generation": Eustass Kid with apparent ease. He refused to take Luffy and Law's alliance seriously, regardless of his accomplishments, viewing the defeat of a Sea Warrior as minor and of no real importance to him. Kaidou then effortlessly defeated Luffy himself, knocking him unconscious with a single blow.

Kaidou can also take on Big Mom of the Four Emperors, as evidenced by the strength of their clash, which was strong enough to split the sky in two, similar to the clash between Whitebeard and Shanks, and fought her for two days without sustaining any injuries. Like the rest of the Emperors, Kaidou has a large number of subordinates and other pirates allied with him, such as X Drake or Scratchmen Apoo. With Caesar Clown and Doflamingo as partners, Kaidou has managed to create an army of over five hundred artificial Zoan Devil Fruit users, the Gifters.
