20 Most Powerful One Piece Pirates of All Time
20 Most Powerful One Piece Pirates of All Time (Ranked)

Although Eiichiro Oda's One Piece is a series that has given us different characters over the years, we all know that the basis of this series are pirates. Since the protagonist is a pirate and the series is about pirates, it's not strange that the focus is on this specific type of character. Today, over the several decades of One Piece's history, many pirate characters have appeared, some stronger, others weaker. In this article, we will list the 20 most powerful One Piece pirates of all time, ranked from weakest to strongest.
Editor's Note: This ranking was updated in December 2023.
20. Buggy the Clown

Although not as powerful as the other former Roger Pirates, Buggy is a very capable fighter, as he is strong enough to survive all the battles against the Whitebeard Pirates and the extreme dangers of the Grand Line. His arrogance and greed encourage him to continue fighting and seize every opportunity to build a good reputation.
Buggy is very tough, as he survived the blast of a heavy bullet redirected towards him with virtually no injuries (though his Devil Fruit might have helped somewhat), while a heavy bullet severely damaged the Minotaur, one of the demon guards there. Push Down.
19. Ben Beckman

As the first officer of the Red Hair Pirates, Benn Beckman has authority over the rest of the crew, with the exception of Shanks. As revealed by the author, Beckman has the highest IQ in the East Blue. As the highest-ranking officer on the crew of one of the Four Emperors, Beckman is arguably one of the most skilled fighters in the entire series.
During the Battle of Marineford, Admiral Kizaru chose not to fight him after being targeted by his rifle. Twelve years ago, Beckman could single-handedly defeat all of the bandit Higuma's subordinates. After that, he recommended that she bring a war fleet if she wanted to fight him and his crew. Beckman possesses great vision and reflexes, so he can easily find Borsalino at the Battle of Marineford.
18. Trafalgar D. Law

Law is a formidable pirate who, along with most of his crew, proved resistant to Rayleigh's Haki while almost everyone in the slave auction house fainted. He is also a good fighter. He is courageous, as he took the liberty of attacking several Marines at point-blank range on the Sabaody Archipelago despite being a long-range fighter.
17. King

King demonstrated impressive resilience against Marco's heavy blows and demonstrated exceptional fighting skills, displaying agility and speed against Zoro. His attacks, particularly a flaming punch and projectile blasts, can instantly cover great distances. As a representative of the Lunar People, King possesses the ability to create fire with his body, enhancing his melee attacks and allowing him to unleash powerful, wide-ranging, dragon-like fire attacks.
16. Scopper Gabban

Not much is known about Gaban's strength or abilities. According to Roger, Gaban was one of his best men along with Rayleigh. In the anime, Gaban proved strong enough to take on his future teammate Kozuki Oden, one of the strongest samurai in Wano. Gaban carries a pair of short axes with him, which he uses for combat.
1 5. Charlotte Katakuri

Charlotte Katakuri is Big Mom's second child, as well as the Minister of Flour and one of the three Candy Generals; a bounty of 1,057,000,000 berries hangs over her head. According to Brûlée, not only has he never been defeated, but he has never even been overthrown.
He has a very wide mouth full of fangs that he always hides with a scarf and only uncovers when he has to eat: in those moments, he isolates himself completely, killing anyone who sees him, even if only by mistake. Cold and solitary, in public he displays a very calm and refined attitude, while in private he reveals himself to be as greedy without any restraint as Big Mom; despite this, he has a great sense of loyalty and honor towards the opponents he deems worthy of merit.
14. Boa Hancock

Hancock is considered extremely powerful by her friends and enemies alike. Ruling alongside her sisters, Hancock holds power over Amazon Lily and the rest of the Kuja women. As empress and captain of the tribe, she is arguably the most powerful Kuja warrior. The Kuja believe in "the power of beauty," and since everyone in the tribe believes she is the most beautiful woman in the world, they believe she is very powerful, the strongest in the entire tribe.
It should be noted that only the strongest Kuja warriors are allowed aboard the country's pirate ship; Hancock and her sisters were strong enough to be there when they were little, but it's possible they were simply apprentices like Shanks and Buggy. Her strength is so great that Navy Admiral Sengoku even recognized her.
13. Marc

As the commander of the Whitebeard Pirates' First Division, Marco held authority over his lower-ranking subordinates. He was one of the few men unaffected by the haki released by Pirate Emperor Shanks. He is known to be one of the longest-serving members of the crew, having been involved since the days of Gol D. Roger, spending at least 28 years at Whitebeard's side.
He was likely the strongest member of his crew (aside from Whitebeard himself), as indicated by his position as the First Division Commander. Marco was able to attempt a fight with Kizaru, Aokiji, and Akainu (three Navy admirals). Another indication of Marco's strength is that the Five Elders consider him one of the few people capable of defeating Blackbeard.
12. Silvers Rayleigh

In his youth with Gol D. Roger, Rayleigh commanded the crew as first officer and performed various supervisory duties. Among these duties was disciplining the young Shanks and Buggy due to their usual conflicts (most of which were petty) over pointless things like which pole was colder. Rayleigh knows the "true history" of the world thanks to his time with Roger. However, he also stated that since they were a pirate crew, his knowledge could not match that of the Ohara scholars; they might have interpreted the information differently than the Ohara scholars.
11. Kozuki Oden

As daimyo of Kuri, Oden held great power and influence over the region before his death. As a former division commander of the Whitebeard Pirates and a former member of the Roger Pirates, Oden was considered an extremely powerful pirate, highly respected and well-liked by both crews.
His influence even extends to members of the Zou Mink Tribe, with the leaders Inuarashi and Nekomamushi as members of the Nine Red Scabbards. Furthermore, the rest of the Mink Tribe has shown enough respect and loyalty to the Kozuki family that they are all willing to die rather than allow any of Oden's retainers to be captured even long after Oden's death.
10. Shiki

Shiki was one of Gol D. Roger's main enemies, demonstrating his enormous power. He was also a great swordsman and the leader of the largest pirate fleet of his time. This placed him in a position of great power and reputation. He commanded at least 51 ships, similar to Don Krieg and Whitebeard's pirate fleet.
It's unknown how strong his crew was, but it is known that they were the largest pirate fleet of their time. During Roger's time, he was one of the most powerful figures of the era, being on par with Sengoku, Garp, and even Whitebeard and Roger. He was imprisoned on Level 6 of Impel Down, which gives you an idea of his power.
9. Dracule Mihawk

Mihawk holds the title of the world's greatest swordsman. Zeff claims he is the strongest swordsman of all time. He can cut through steel with ease; he defeated Daz Bones, whose body is made of blades, with a single blow. He managed to slice through the giant wave frozen by Aokiji. He possesses one of the best swords in the world, the Kokuto Yoru.
He dispatches Mr. 1 and Buggy fairly quickly (though the latter is unfazed by his swords). The only swordsmen who seem to be able to compete with him are the red-haired Shanks and Vista, but he wants to let Roronoa Zoro improve to become his new rival. However, since Shanks lost his arm, Mihawk no longer wishes to fight him.
8. Charlotte Linlin / Big Mom

Charlotte Linlin, better known as Big Mom, is the only female of the Four Emperors, captain of the Big Mom Pirates, as well as matriarch of the Charlotte family and queen of Totto Land. She is a 68-year-old giant woman with a gargantuan appetite and a boundless love of sweets.
When Big Mom asks for a certain candy and doesn't get it, she loses her mind and begins destroying and devouring everything around her, even killing her own children. Despite her cruelty, she cherishes the dream of making Totto Land a place where all races of the world can live without segregation or discrimination.
Big Mom obtained the power of the Paramisha Soul Fruit, which allows her to manipulate souls: thanks to this ability, she is able to remove people's souls just by touching them, completely or partially shortening their lives.
7. Kaido

Kaido is the last emperor to appear in One Piece. He is nicknamed "The Beast Lord" because he is the governor-general of the Beast Pirates, a massive army of grin-wielding creatures supplied by Donquixote Doflamingo until his arrest.
He is described as "the strongest creature in the world" because, although he was defeated seven times, captured eighteen times by the Navy and his enemies, suffered thousands of tortures and sentenced to death forty times, he always survived.
For this reason, he is considered immortal and he himself continually and unsuccessfully attempts suicide, to the point of making it his favorite pastime.
6. Monkey D. Luffy

As the hero of the manga, he has often demonstrated that he can smash rocks with his fists and even break sword blades with his teeth. Luffy has proven that in addition to his physical strength, he possesses determination, willpower, and endurance on several occasions. One of them was climbing the Drum Rockies, peaking at 5,000 meters, with a sick Nami on his back and a fainted Sanji in his mouth, without a coat in freezing temperatures.
Not to mention the times he endured having a hundred shadows inserted into him on Thriller Bark when an ordinary man, even a trained one, could only handle three or five. He also survived Emporio Ivankov's hormone treatment, which is already a feat in itself, but he came out of it in 20 hours instead of two days, which Ivankov says reflects the greatness of his will and determination.
After the timeskip, Luffy is shown to be immune to poison since his fight with Magellan. Luffy does not appear to practice martial arts like Zoro and Sanji. He fights with all parts of his body as he sees fit (e.g., when he bit Rob Lucci or spat water at Crocodile). Luffy's Gears, including Gear Second and Gear Third, enhance his strength and agility through accelerated blood circulation and the inflation of body parts. Gear Fourth has two forms, Boundman for power and Tankman for defense, as well as Snakeman for speed and agility.
5. Marshall D. Teach / Blackbeard

Blackbeard was a powerful man even before he possessed his Devil Fruit abilities. Indeed, he managed to injure Shanks, one of the Four Emperors, leaving him with three facial scars over his left eye. He also possesses great physical strength, having held his own after several point-blank attacks from a Logia-type Ace.
Blackbeard considers himself "the most powerful man on Earth" after acquiring the power of the Gura Gura no Mi. He ate the Yami Yami no Mi, a Logia-type Devil Fruit. This fruit allows one to become, control darkness, and absorb anything the user wishes. It is a very powerful fruit that can cancel out the power of another Devil Fruit, much like the Sea Granite.
4. Hocks

Shanks's true abilities remain unknown, as he has yet to be seen seriously engaged in battle. However, as a member of the Four Emperors of the New World, his raw physical power is considered immense, and he is known to be one of the four strongest pirates in the world. Shanks did not fear Whitebeard, the strongest man in the world, and even had enough strength to oppose him, while some pirate captains trembled at the mere mention of the latter's name.
According to Buggy, Shanks was a powerful fighter from a young age, and if he hadn't been "naive," Buggy would have taken him into his crew. As a member of the Four Emperors, Shanks is not only a key figure in piracy, but also one of the most feared in the New World: his name alone exudes great power, as Buggy himself has proven; his claim that he previously shared a "brotherly bond" with Shanks was one of the many things that earned him the respect of the former inmates of Impel Down.
3. Edward Newgate / Whitebeard

He was the captain of the Whitebeard Pirates, one of the most powerful crews to ever exist. As the only man in the world, he fought on equal terms with the Pirate King, Gol D. Roger. This individual power is reinforced by the fact that Kaido, known as "the most powerful creature," believes Whitebeard would be one of the few people capable of facing him in combat.
As mentioned, Newgate was, along with Shanks, Kaido, and Big Mom, one of the Four Emperors: the four most powerful pirates who dominate the second half of the Grand Line, yet he was the strongest of the four.
2. Gol D.Roger

Gol D. Roger, better known as Gold Roger, was the former and only pirate lord and the former owner of the legendary treasure, the One Piece. Roger was the captain of the Roger Pirates, the only crew to have reached the end of the Grand Line and to possess the islands of Lodestar and Laugh Tale.
He was also the father of Portgas D. Ace, a child he had with Portgas D. Rouge. He was executed over 20 years ago in Loguetown, his hometown. Roger can use and has demonstrated mastery of two types of Haki.
Roger is capable of using Armament Haki to a very high level, which is evident when he attacks Whitebeard by imbuing his sword with it. Roger is also capable of using Kings' Haki, as demonstrated when he releases a massive burst of Kings' Haki when he and Whitebeard clash.
1. Rocks D. Xebec

Rocks's strength is unknown in detail, but according to Sengoku, in his time, he was so powerful that it took the combined efforts of Garp and Roger to break his might. He is also considered Roger's first and most formidable rival, even more so than Whitebeard. This is reinforced by the fact that Kaidou believes Xebec was one of the few people who could hold his own against him in combat.
Rocks led his own crew, composed of pirates who later became legendary, such as Big Mom, Kaidou, Whitebeard, and Shiki, among others. None of them liked to follow orders, which reflects Rocks's great leadership skills. In Sengoku's memories, Rocks appears wielding a sword.
