This article will actually be a list of the 25 strongest One Piece characters to date. The characters will be from different story arcs. 25. Monkey D. Dragon

We start this list with a very mysterious character who is certainly stronger than he looks. Monkey D. Dragon is the leader and founder of the Revolutionary Army and as such declared the world government's number one enemy under the nickname "The Revolutionary." He is the son of Vice Admiral Monkey D. Garp and the father of the pirate Monkey D. Luffy.
He meets and saves Sabo during the Grey Terminal fire and later after the child's ship is sunk by World Noble Jalmack. After healing him, he then welcomes Sabo into the revolutionary army. When Luffy is about to be captured by Smoker in Rogue Town, Dragon intervenes to save his son and help him escape.
After the Battle of Marineford, he called a meeting of the revolutionary leaders, as Whitebeard's death would have repercussions for the world order. After the events on Dressrosa, he called another meeting with the leaders of the Revolutionary Army to declare war on the World Nobles during the Reverie.

Sir Crocodile is the main antagonist of the Alabasta arc and also appeared as the main antagonist of the eighth film. He has very high self-esteem and believes in his own strength, which leads him to always treat anyone with contempt; he hardly loses his temper and always shows great intelligence and thoughtfulness in all aspects of his plans, ensuring that they can succeed even if they don't go as planned.
Crocodile ingested the Rogia Sand Fruit, which allows him to transform into sand and become intangible to everything except liquids; the fruit also allows him to create sandstorms and waves and dry out anything he touches by absorbing the liquid portion.

22. Portgas D. Ace

Crew: Whitebeard Pirates
Ace left his home village at the age of 17, following a decision he made with Sabo. His younger adopted brother, Luffy, was never able to defeat him, despite the latter already possessing the power of his Devil Fruit. Ace and Luffy did most of their training on their own, but were partly trained by Vice Admiral Garp, their grandfather, and partly by Captain Naguri in the anime version of the manga.
They were also both raised in Fuchsia City in East Blue by Dadan, a "friend" of the Vice Admiral. Another fact that reveals Ace's strength is his ability to withstand Marshall D. Teach's blows despite losing his Devil Fruit effect, and his ability to react immediately accordingly, as shown in Van Augur's notes.
Ace also carries a knife with him. Ace has excellent endurance. In fact, when he was only a rookie, he managed to fight Jinbe for 5 days and 5 nights straight. Their duel ended in a draw. Charlotte Katakuri is Big Mom's second child, as well as the Minister of Flour and one of the three Candy Generals; a bounty of 1,057,000,000 berries hangs over her head. According to Brûlée, not only has he never been defeated, but he has never even been overthrown.
He has a very wide mouth full of fangs that he always hides with a scarf and that he only uncovers when he has to eat: at those moments he isolates himself completely, killing anyone who sees him, even if it is only by mistake.
Cold and solitary, in public he displays a very calm and refined attitude while in private he reveals himself to be greedy without any restraint as much as Big Mom; despite this, he has a great sense of loyalty and honor towards the opponents he deems worthy of merit.
20. Dracule Mihawk

Dracule Mihawk, nicknamed "Hawkeye" because of his intimidating stare, is universally regarded as the world's greatest swordsman. He is a thin man with a thin beard and mustache; by temperament, he is solitary, taciturn, with a stern and proud demeanor and a strong sense of honor.
His weapon is a gigantic black sword, called the Black Sword, belonging to the category of the supreme Wazamono, the best in the world: with it, he can deflect bullets and cut entire galleons in two, as he did with the fifty ships of the Creek fleet.
Despite being a member of the Fleet, he doesn't seem to care much about the World Government's problems, so much so that he abandoned Marineford after Shanks' arrival, stating that he had agreed to fight Whitebeard but not Red-Haired: in fact, when they were young, the two were bitter rivals in swordsmanship, and the battles between the two are considered memorable. As the best living swordsman in One Piece, Mihawk has earned a spot on this list of the strongest One Piece characters.

Fujitora, whose real name is Issho, is a Navy admiral, recruited through a global selection in collaboration with the Ryokugyu after Akainu's appointment as Grand Admiral and Aokiji's resignation.
On his forehead he has a cross-shaped scar that extends to his eyes: he is in fact blinded himself so as not to see the horrors and ugliness of the world and, because of this handicap, he walks with the help of a shirasaya, a staff that hides inside a katana that he uses in combat.
Fujitora rejects and criticizes the Navy's dogma of absolute justice; instead, he seems to pursue, like Aokiji before him, the ideals of moral justice. He deeply hates the Seven Fleet, so much so that his primary goal is its abolition. He has eaten the Paramisha Zushi Zushi fruit, which allows him to control the force of gravity.
18. Kuzan / Aokiji

Aokiji, whose real name is Kuzan, was originally an admiral, but after Akainu was appointed Grand Admiral, he left the navy. He is a very lazy man and always adopts a relaxed attitude no matter what situation he finds himself in.
He is a believer in moral justice: in particular, aware of the destruction of Ohara, he maintains that justice can be applied and enforced without creating innocent victims. Aokiji ate the Rogia Frost Fruit, which made him an Iceman.

17. Monkey D. Garp

Monkey D. Garp is a deputy admiral of the Navy. He is the grandfather of Monkey D. Luffy and the father of the revolutionary Monkey D. Dragon. Despite his unquestionable loyalty to the organization, he does not pursue any specific ideal of justice.
Nicknamed "The Fist" due to his legendary striking power, Garp was one of the few who could rival the Pirate King Gol D. Roger and is therefore considered one of the most renowned and feared members of the Navy.
His heroic actions and renown would have allowed him to become an admiral, but he always refused this promotion because holding this rank would have severely limited his freedom of action and placed him under the direct control of the world nobles.
In fact, although he is undoubtedly loyal to the World Government, Garp has a very low opinion of the Celestial Dragons and, thanks also to his impulsive, impetuous and carefree character, he is not afraid to insult them or any other leader he deems inappropriate.
16. Énel

As the "God" of Skypiea, Enel had complete control of the island, thanks in part to his Mantra. He took this title too seriously. Enel is extremely powerful and comes across as weaker than many others because Luffy is naturally immune to Goro Goro no Mi's powers. Enel's strength was demonstrated when he defeated Robin, Gan Forr, Wiperm, and Zoro easily and very quickly, without his opponents having time to do anything.
Enel possesses a wealth of knowledge and awareness of things many locals are unaware of, including the value of gold and its properties. This awareness allows him to keep these things to himself. However, before Luffy's arrival, he was unaware of the existence of rubber.

Crew: Whitebard's Crew
As the commander of the Whitebeard Pirates' First Division, Marco held authority over his lower-ranking subordinates. He was one of the few men unaffected by the haki released by Pirate Emperor Shanks. He is known to be one of the longest-serving members of the crew, having been involved since the days of Gol D. Roger, spending at least 28 years at Whitebeard's side.
He was probably the strongest member of his crew (with the exception of Whitebeard himself), as indicated by his position as commander of the first division. Marco was able to try to fight with Kizaru, Aokiji, and Akainu (three admirals of the Navy). Another indication of Marco's strength is that he is considered by the Five Elders to be one of the few people capable of defeating Blackbeard.
14. Borsalino / Kizaru

Kizaru, whose real name is Borsalino, is a Navy admiral. He appears to be a carefree, absent, and forgetful man. He generally speaks in a very calm and collected manner and never breaks down, even in the face of problematic situations, in which he often feigns fear or astonishment in a sarcastically manner.
Kizaru bases his conduct on a supposedly vague justice: he doesn't seem to feel pity for criminals, but he fails to implicate innocents and punish his men for their hesitation. Kizaru ate the Rogia Pika Pika fruit, which allows him to become a man of light.
Like all Rogia Fruit owners, he can become intangible at will, as his body is made entirely of photons that can rejoin if the body is damaged; he is also capable of firing laser-like beams of light, striking opponents, and moving at the speed of light. His face is inspired by Japanese actor Kunie Tanaka.

Donquixote Doflamingo is the main antagonist of the Dressrosa arc. Nicknamed "Celestial Demon", he is the captain of the Donquixoteclan and the king of Dressrosa.
One of the most politically and economically influential men in the world, he has long led the slave trade in the Sabaody Islands and is at the head of numerous criminal activities in the New World, acting under the alias Joker; moreover, knowing a secret concerning the Celestial Dragons, his authority can even prevail over that of the Grand Admiral of the Navy.
Doflamingo is a very cynical, ruthless, and indifferent individual and believes in the advent of a new era of piracy, in which there is no longer any room for dreamers and idealists. Doflamingo ingested the Paramisha Filo Filo fruit, which allows him to create threads with his hands and use them at will.
With them, he can control a subject and move it like a puppet, he can use them to attack and cut, he can introduce them inside his body to repair damaged organs and, after awakening his fruit, transform surrounding objects into threads to be manipulated for pleasure.
Before joining the Fleet of Seven, his bounty was 340 million Berries.
12. Kozuki Oden

As daimyo of Kuri, Oden held great power and influence over the region before his death. As a former division commander of the Whitebeard Pirates and a former member of the Roger Pirates, Oden was considered an extremely powerful pirate, highly respected and well-liked by both crews.
His influence even extends to members of the Zou Mink Tribe, with leaders Inuarashi and Nekomamushi as members of the Nine Red Scabbards. Furthermore, the rest of the Mink Tribe has shown enough respect and loyalty to the Kozuki family that they are all willing to die rather than allow one of Oden's retainers to be captured even long after Oden's death. A non-Devil Fruit user who nearly defeated Kaido certainly deserves to be in the top half of any list of the most powerful One Piece characters.
11. Trafalgar Law

Trafalgar D. Water Law, nicknamed "The Surgeon of Death," is the captain of the Heart Pirates and one of the Eleven Supernovas who landed on the Sabaody Islands at the same time as Luffy's pirates. He ate the Paramisha Ope Ope fruit, which allows him to create fields of action over which he has complete control. During the two years between the first and second halves of the story, he became a member of the Fleet of Seven.
He teams up with Luffy to defeat Emperor Kaido, although his main goal is to get revenge on Do Flamingo, to whom he has been subjected for some time. As a result, he is expelled from the organization and a bounty of 500 million Berries is placed on his head. Akainu, whose real name is Sakazuki, was first one of the three admirals of the Navy, then Grand Admiral in place of Sengoku. Cold, impassive, authoritarian, and ruthless, he harbors a visceral hatred of pirates and other criminals and is the one who most embodies the principles of absolute justice.
His loyalty does not seem to be directed to the government itself but to the Navy and its ideal of justice, furious when he learns that even the Five Stars of Wisdom have been manipulated by Donquixote Doflamingo on the orders of the Celestial Dragons, towards whom he does not seem to have any particular respect.
9. Sengoku

Sengoku is initially a Grand Admiral of the Navy, but after the Battle of Marineford, he resigns from his position, remaining in the organization as an Inspector General to train new recruits. In the second part of the story, he is 79 years old. Sengoku almost always appears serious and calm, as well as extremely loyal to the World Government. He does not give much credit to pirates and members of the Fleet of Seven. He follows the concept of neutral justice.
Through his position in the Navy, he learned many government secrets, such as the truth behind Ohara's annihilation and the secret of D. Sengoku ingesting the fruit. Allows you to transform into a giant golden Buddha with frightening strength and the ability to create devastating shockwaves from the palm of your hand. And while Akainu is more threatening than Sengoku, the latter is still the stronger of the two.
8. Grandma
Charlotte Linlin, better known as Big Mom, is the only female of the Four Emperors, captain of the Big Mom Pirates, as well as matriarch of the Charlotte family and queen of Totto Land. She is a 68-year-old giant woman with a gargantuan appetite and a boundless love of sweets.
When Big Mom asks for a certain candy and doesn't get it, she loses her mind and begins destroying and devouring everything around her, even killing her own children. Despite her cruelty, she cherishes the dream of making Totto Land a place where all races of the world can live without segregation or discrimination.
Big Mom obtained the power of the Paramisha Soul Fruit, which allows her to manipulate souls: thanks to this ability, she is able to remove people's souls just by touching them, completely or partially shortening their lives.
7. Kaido

Kaido is the last emperor to appear in One Piece's chronological order. He is nicknamed "The Beast Lord" because he is the governor-general of the Beast Pirates, a massive army of grin-wielding creatures supplied to him by Donquixote Doflamingo until his arrest. He is described as "the strongest creature in the world" because, despite being defeated seven times, captured by the Navy and his enemies eighteen times, suffering thousands of tortures, and being sentenced to death forty times, he has always survived.
For this reason, he is considered immortal and he continually and unsuccessfully attempts suicide himself, to the point of making it his favorite pastime. Kaido was initially positioned much higher on the list of strongest One Piece characters, but after his defeat at the hands of Luffy, he lost his initial position on this list.
6. Monkey D. Luffy

Monkey D. Luffy is a pirate and the main protagonist of the manga and anime One Piece. Luffy is the son of the leader of the Revolutionary Army, Monkey D. Dragon, the grandson of the famous marine hero, Monkey D. Garp, and the adopted son of a mountain bandit, Curly Dadan, as well as the adopted brother of the late Portgas D. Ace and Sabo.
His actions, among others, have resulted in a current bounty of 1,500,000,000 Symbols. Having received a bounty of 300,000,000 Symbols before arriving on the Sabaody Archipelago, Luffy was one of the eleven renowned pirates known as the "Supernova Eleven." His newly acquired bounty after the events of the Whole Cake Island Arc led the press to dub him the "Fifth Emperor" of the seas. Luffy climbed this high on this list of the most powerful One Piece characters after activating Gear 5 and discovering the true nature of his Devil Fruit.
5. Blackbeard

Marshall D. Teach, also known as Blackbeard, is one of the main antagonists of the manga One Piece. He is the captain of Blackbeard's crew and a former subordinate of Whitebeard. After defeating and delivering the Portuguese D. Ace to the Navy, he is accepted into the Seven Fleet to replace the fallen Crocodile.
He then uses this position to break into Impel Down prison and recruit some of the most dangerous prisoners in history, then resign. With his new crew, he intervenes in the Battle of Marineford and, after killing Whitebeard, steals his power and takes his place among the Four Emperors.
4. Hocks
Shanks is the first emperor to appear in the story and the great pirate leader of the Red. He is a man of average height with a scar over his left eye, missing his left arm, and red hair, which is why he is nicknamed "the Red." He is carefree, friendly, respectful, and devoted to his friends; the only thing he does not tolerate is disrespect or threats to him.
The author stated that in describing Shanks's calm and cold personality, he was inspired by himself. He is the first character to reveal the use of Ambition, with which he is shown to be capable of even damaging the environment, and is also known for his great swordsmanship, allowing him to face Dracule Mihawk, his good friend and rival, on equal terms.
3. Edward Newgate / Whitebeard

Whitebeard was the captain of the Whitebeard Pirates, one of the most powerful crews to ever exist. As the only man in the world, he was able to fight on equal terms with the Pirate King, Gol D. Roger. This individual power is further enhanced by the fact that Kaido, nicknamed "the most powerful creature," believes Whitebeard would be one of the few people capable of facing him in combat.
As mentioned, Newgate was, along with Shanks, Kaido, and Big Mom, one of the Four Emperors: the four most powerful pirates who dominate the second half of the Grand Line, yet he was the strongest of the four.
Newgate's reputation was so great that his mere declaration of Fish-Man Island as his territory was enough to keep slave traders and pirates away from the area, making Edward Newgate far more effective than the treaty signed with the World Government two hundred years before his death. Newgate controlled a massive pirate fleet (like Don Krieg) consisting of 1,600 pirates, divided into sixteen divisions, each led by an incredibly powerful division commander.
2. Gol D.Roger

Gol D. Roger, better known as Gold Roger, was the former and only pirate lord and the former owner of the legendary treasure, the One Piece. Roger was the captain of the Roger Pirates, the only crew to reach the end of the Grand Line and own the islands of Lodestar and Laugh Tale. He was also the father of Portgas D. Ace, a child he had with Portgas D. Rouge. He was executed over 20 years ago in Loguetown, his hometown. Roger can use and has demonstrated mastery of two types of Haki.
Roger is capable of using Armament Haki to a very high level, which is evident when he attacks Whitebeard by imbuing his sword with this Haki. Roger is capable of using Kings' Haki, as demonstrated when he unleashed a massive burst of Kings' Haki during his clash with Whitebeard.
1. Rocks D. Xébec

Rocks's strength is unknown in detail, but according to Sengoku, in his time, he was so powerful that it took the combined efforts of Garp and Roger to break his might. He is also considered Roger's first and most formidable rival, even more so than Whitebeard. This is reinforced by the fact that Kaidou believes Xebec was one of the few people who could hold his own against him in combat.
Rocks led his own crew, composed of pirates who later became legendary, such as Big Mom, Kaidou, Whitebeard, and Shiki, among others. None of them liked to follow orders, which paints a picture of Rocks's great leadership. In Sengoku's memories, Rocks appears wielding a sword. Of course, as the most powerful pirate in One Piece, he is probably the strongest character overall.
