Plot

In the Other World Tournament, the Kais bet on their champions to see who will win. Goku kicks his opponent and is declared the winner. He then faces his next opponent in the final round, Pikkon.

Meanwhile, in another part of the Otherworld, many souls are lining up to stop at the registration station, where King Yemma decides where each soul is to go in the afterlife. Tour guides show the way. Meanwhile, a teenage ogre listens to his Walkman instead of doing his job properly. Suddenly, the soul-cleaning machine explodes because the ogre is neglecting his job.

The overflow of evil essence transforms the ogre into a massive monster with a childlike personality. This catastrophe causes the gates of hell to open, allowing those who have died to return to Earth once more.

On Earth, Goku and Videl 's family are enjoying a nice meal together. Chi-Chi is feeling depressed by the number of dishes she has to clean, though Videl offers to help. Chi-Chi asks Videl if she would marryGohan soon. Videl blushes and drops the plates.

Suddenly, Videl receives a call on her wristwatch asking her to come. On the way, she asks Gohan for help. Back at the Otherworld Tournament, Goku and Pikkon are interrupted by strange crystals that are starting to grow everywhere. The Grand Kai sends Goku and Pikkon to investigate. Goku uses Instant Transmission and discovers that the entire neighborhood is trapped in a gel-like substance.

King Yemma explains the situation, and Goku and Pikkon attempt to blast the gelatinous substance, but it won't budge. King Yemma directs them both to the rooftop, where the monster Janemba can be seen. When Pikkon tries to question Janemba, he is simply thrown away with a flick of his finger. Goku decides to have Janemba followed to Hell while Pikkon attempts to free King Yemma.

Janemba hits the ground and creates smaller clones of himself. The clones fight Goku, though he can take care of them easily enough. Meanwhile, on Earth, zombies are roaming the land. Videl and Gohan attempt to fight them off. A zombie version of Frieza finds Gohan, leading to a quick battle between the two. Gohan charges straight at Frieza and punches him in the gut, causing him to explode. The other villains scatter in fear. In a golf course, Goten and Trunks hunt for the Dragon Balls. After finding all seven, they wish for the dead to return to their rightful place. Shenron tells them that while he can move the souls to the Other World, there is nothing keeping them there as King Yemma is currently unable to do so.

In the Other World, Pikkon continues to try to free King Yemma, but is unsuccessful. Frustrated, he shouts insults, which suddenly causes part of the barrier to break. As this seems to work, he continues to shout at the gelatinous barrier until it breaks.

Goku transforms into a Super Saiyan 3 and launches a series of attacks on Janemba until he is forced to transform into his "Super Janemba" form. Back on Earth, a parody of Hitler shoots Goten and Trunks. The two transform into Super Saiyans and fight back.

Janemba and Goku continue to fight, while Janemba uses his various abilities like Bunkai Teleportation and the Dimensional Sword to defeat Goku. Vegeta manages to intercept the final blow just in time. He then attempts to fight Janemba himself, but is no match for him. The two try to hide and catch their breath. Goku suggests using fusion, but Vegeta, fueled by his pride, disagrees.

Janemba continues his destructive rampage until Vegeta has no choice but to fuse. Meanwhile, the Hitler parody orders his men to continue attacking Goten and Trunks. Vegeta and Goku fuse, but Vegeta messes up the dance, resulting in a failed fusion. They try again, and with Pikkon's help to stall, Super Gogeta emerges. The fused warrior overpowers Super Janemba while the original ogre is left unharmed.

Goten and Trunks sense their fathers fusing and decide to fuse themselves to get rid of the remaining dead. After Janemba is defeated and the souls of the dead return to the Other World, Vegeta bids Goku farewell and returns to his spirit form.

Gotenks and Trunks tell Videl and Gohan that they know who saved the day, but they won't say it. In the English version, however, the two tease Gohan and Videl after their kiss. The film ends with a shot of Shenron waiting for someone to come and claim the remaining wishes.
