Synopsis
My Hero Academia: Rise of the Heroes follows the same heroes-in-training of Class A, including Deku, Bakugo, Ochako, and Todoroki from the My Hero Academia TV series, and introduces a new villain named Nine who appears to be similar to All Might's main enemy, All for One, but even stronger. The story is one that creator Kohei Horikoshi wanted to include as part of the TV series' final battle, and he has stated that it will be more "Plus Ultra" than the first film.
Background
My Hero Academia: Rise of the Heroes is the second feature-length film in the My Hero Academia franchise (also known as HeroAcademia ) written and illustrated by Kohei Horikoshi. The film is directed by Kenji Nagasaki, with screenwriter Yousuke Kuroda, character designer Yoshihiko Umakoshi, and music composer Yuuki Hayashi. Animation is handled by BONES. As with the first film, Kohei Horikoshi is overseeing its production and handling all original character designs. It is rumored that this will be the last My Hero Academia franchise. Kohei Horikoshi has commented, "There won't be a third film. Probably."

Izuku Midoriya / Mojo (Voice of: Daiki Yamashita)
The kind and insecure protagonist of the series, Deku, was born without a Quirk despite always wanting to become a professional hero like All Might. However, he has the heart of a true hero, caring only about helping others, and after seeing this, All Might grants him the One For All Quirk, which allows him to use the power of previous holders.
Katsuki Bakugo (Voice of: Nobuhiko Okamoto)
Bakugo is an arrogant and aggressive member of Class 1-A who is extremely competitive with Deku despite growing up together. His Quirk is Explosion, which allows him to secrete nitroglycerin, which can be used to create explosions.
Almighty (Voiced by: Kenta Miyake)
Considered the Symbol of Peace, All Might is the most famous Pro Hero in the Boku no Hero Academia universe. He was born without a Quirk but became the eighth holder of the One For All Quirk after receiving it from the previous holder, and he bestowed this Quirk on Deku. He suffered a serious injury and can only maintain his powerful form for a few minutes before reverting to his true, extremely weak form.
Ochaco Uraraka / Uravity (Voice of: Ayane Sakura)
Ochaco is a sweet and extremely positive member of Class 1-A. She is one of Deku's closest friends and has romantic feelings for him. She is also capable of using the Zero Gravity Quirk. By touching an object, she can remove its gravitational pull, rendering it virtually weightless.
Tenya Iida / Engineer (Voice of: Kaito Ishikawa)
Tenya is an extremely serious student and the president of Class 1-A. He is the younger brother of Turbo Hero Ingenium and took the title of Ingenium after his brother was paralyzed after fighting the Hero Killer Stain.
Tsuyu Asui / Froppy, Hero of the Rainy Season (Voiced by: Aoi Yuki)
Froppy is Deku's close friend with the frog form Quirk, which allows her to be excellent at jumping, kicking, climbing walls, and swimming. She can also extend her tongue and store objects in her stomach, only to regurgitate them later.
Freshly Picked Hero Grape Juice Minoru Mineta (Voiced by: Ryo Hirohashi)
A funny and extremely perverted member of Class 1-A with grape-shaped "hair." Although easily frightened, he has learned to be effective in combat with his Pop Off Quirk, which he uses to immobilize enemies.
Momo Yaoyorozu / Everything Hero Creati (Voice of: Marina Inoue)
A beautiful student of Class 1-A with a Quirk creation that allows her to produce anything she understands of atomic configuration through exposed skin, including weapons, masks, and even tracking devices.
Fumikage Tokoyami / Jet-Black Hero Tsukuyomi (Voice by: Yoshima Hosoya)
A calm and reserved hero with a raven face. His Quirk is Dark Shadow, which can be used for attack or defense, and he becomes stronger, more aggressive, and harder to control at night.

Denki is a charming, flirtatious Grade 1-A student who possesses the Electrification Quirk. He can emit electricity from his body, but if he exceeds his power limit, it temporarily shuts down his brain.
Eijiro Kirishima / Vigor Hero Red Riot (Voice by: Toshiki Masuda)
The loud and kind student with the Hardening Quirk that allows him to harden any part of his body, making him extremely strong defensively while also strengthening his close-range attacks.
Shoto Todoroki / Shoto (Voice of: Yuki Kaji)
Born from a Quirk marriage designed to produce an extremely powerful Quirk, Shoto is gifted with the Half-Cold, Half-Hot ability that allows him to use his father's Hellfire Quirk and his mother's Ice Quirk, allowing him to be highly effective in both offense and defense.
Mina Ashido / Ridley Hero Alien Queen / Pinky (Voice of: Eri Kitamura)
Pinky is a cheerful and elegant first-year student with pink skin whose Acid Quirk allows her to produce a corrosive liquid from her skin. She can also control its thickness, allowing her to use it to block projectiles.
Yuga Aoyama / I Can't Stop Twinkling (Voiced by: Kosuke Kuwano)
A somewhat vain and arrogant student who possesses the Quirk Navel Laser, which allows him to fire lasers from his belly button. However, when overused, he gets a stomach ache.
Kyoka Jiro / Hearing Hero Headphone Jack (Voiced by: Kei Shindo)
A cool and pragmatic first-A student whose Quirk is "Headphone Jack." She can use her "headphones" to attack, send sounds in a specific direction, or hear faint sounds.
Mezo Shoji / Tentacle Hero Tentacle (Voiced by: Masakazu Nishida)
Thanks to his Dupli-Arms Quirk, Shoji is a selfless 1-A student whose tentacles can be used to replicate body parts, including his mouth, ears, and eyes.
Mashirao Ojiro / Tailman, Martial Arts Hero (Voiced by: Kosuke Miyoshi)
A student in Class 1-A with the Mutant Tail Quirk. His mutation grants him an extremely powerful tail that can be used as a third arm.
Hanta Sero / Taping Hero Cellophane (Voiced by: Kiyotaka Furushima)
Sero is in Class 1-A and has Quirk Tape which allows him to remove tape from his elbows.

A student of Class 1-A, Sato has the Quirk Sugar Rush. He is able to multiply his strength by ingesting sugar, though this also diminishes his cognitive functions and he subsequently suffers from a sugar crash.

A Pro Hero and teacher at UA High School who is also the homeroom teacher of Class 1-A. His Quirk is Erasure, which allows him to cancel out other Quirk powers and abilities by looking at his target.
Hizashi Yamada / Presenting the microphone (Voice of: Hiroyuki Yoshino)
An ultra-charismatic Pro Hero and teacher at UA High School, he often takes on the role of host at school events, and his Quirk is Voice, which allows him to increase the volume of his voice.

Leader of the Pussycats hero team, Mandalay is a gentle and kind professional hero with the Telepath Quirk.
