Fukurouju is dead. He was a secondary antagonist in the series and an ally of Orochi and Kaido during the Wano Country Arc. His final moment, however, was his final battle against his bitter rival, Raizo, in which he lost and was engulfed in dangerous flames, his fate uncertain, though he likely died in the flames after being defeated.
The rest of this article will focus on Fukurokuju, his history, and his role in the world of Oda's One Piece series. Raizo defeated Fukurokuju in their fiery duel, but his ultimate fate remains unknown.
Fukurokuju's story in Wano begins when the guardians of Orochi's court discover Nico Robin snooping around in a secret room in the shogun's castle, and Fukurokuju offers him the chance to explain his actions.
She, the woman, claims to be the little boy from the beefcake hour, but Fukurokuju doesn't believe her and orders her capture. However, when her subordinates attack her, she discovers she is a clone and orders her to find her real one without disturbing the shogun. Basil Hawkins reveals that the Straw Hat Pirates have arrived on the island.
He asks Rasetsu to imprison several people found in possession of the coded message from the Kozuki family's allies or the crescent moon tattoo on their ankles. Later, Fukurokuju wants to reveal to the shogun that Shimotsuki Yasuie has been arrested. Orochi, still angry and tearful over what happened to Komurasaki, is shocked to learn this, not expecting him to still be alive, and orders that footage of his execution be shown across the country, adding that he will witness it himself.
The Guardians of Orochi's Court then reach Rasetsu, where a riot is taking place, and Fukurokuju notices the presence of the Straw Hat Pirates.
He then orders his subordinates to capture one of them and torture him to discover their target. He later tells Orochi that they failed to capture them all, which infuriates Orochi, but he calms down knowing that they have imprisoned Law, that they intend to torture him, and that the situation in the city is under control.
On the day of the Fire Festival, the shogun's fleet departed from Habu Harbor to Onigashima for the annual banquet. Fukurokuju ordered that Kyoshiro be informed that it was up to him to guard the Flower Capital.
During the Fire Festival banquet, he reaches Orochi and Kaido and reports on the situation: no enemy ships have been sighted, but three of their ships have disappeared and four supernovas have crashed during the banquet, suspecting that all of their crews were there. He overhears those present, confident that there will be no problems thanks to the forces gathered on Onigashima. However, Orochi is disturbed by the thought that the samurai are still alive and orders Momonosuke's crucifixion to be staged.
He then witnesses Kaido's grand announcement, stating that the Beasts Pirates and the Big Mom Pirates have teamed up to obtain the ancient weapons. Linlin also arrives on the scene, so the two emperors claim to want to find One Piece, and Kaido proceeds to give Orochi's men a choice: join the Beasts Pirates or die at their hands.
He sees Orochi protest as soon as the pirate brings up the plan to increase the weapons factories and also make the inhabitants of the Flower Capital work, so Kaido beheads him, leaving Fukurokuju speechless.
The emperor then announces that his base will move to the capital and that Wano Country will become the "new Onigashima" with Yamato as shogun. Fukurokuju accepts the offer on behalf of the entire group, who then join the battle against the Ninja-Pirate-Mink-Samurai Alliance. Fukurokuju, however, wanders off. Later, he encounters the still-alive Orochi and helps him kill everyone he comes across while the shogun sets fire to the castle in revenge for Kaido's betrayal.
The two encounter Oden's servants, and Fukurokuju advises Orochi to flee, offering to fight them, but the latter is sure to win as he sees his opponents already injured, so he ignores his suggestion and transforms.
The ninja sees all of his master's heads cut off, which shocks him. At that moment, Raizo asks him if he is seeking revenge and points out how he protected a fool to the death. He replies that he could say the same thing and that their confrontation was written in destiny. The two thus face each other. Shortly after, he hears Bao Huang announce Kaido's victory over the Straw Hats. However, Momonosuke denies revealing that Luffy is still alive and sure to win.
The duel between Fukurokuju and Raizo continues as the latter asks the former how he could serve a man like Orochi, being told that ninja must obey the one who is the shogun of the land. At this point, Raizo creates clones but reveals his identity when he hears Fukurokuju claiming he is following the will of a ghost and is shot.
He then criticizes the opponent's sentimentality, but Raizo replies that, like Oden's other servants, he intends to fulfill Oden's dream, and even if they die, they will not rest until Momonosuke becomes shogun.
Fukurokuju claims that they are ridiculous for serving a child, but Raizo replies not to mock his young age and that the people of Wano Country will protect him as he grows up, so they will not let him be captured. The two ninjas freeze, then the flames reach Raizo, whom he asks to cancel the technique, but the opponent replies to do the same.
Fukurokuju then shouts that it will be worse for him since he already caught fire, but Raizo claims that he is a servant of Oden and that such a thing doesn't burn at all.
When the ground is completely engulfed in flames, Fukurokuju is struck by the flames and once again demands that the opponent cancel the technique; otherwise, they will both die. However, the latter does not respond and remains focused. Fukurokuju is completely engulfed in flames, falls to the ground, and screams for water while Raizo remains impassive. But then, he loses consciousness from the severe burns, while Fukurokuju's ultimate fate remains unknown.
