One Piece features a wide range of incredible and talented protagonists, but Luffy remains one of the fastest heroes to ever grace the community. Yet, many fans still wonder exactly how fast Luffy is—especially compared to other iconic anime characters.
Luffy doesn't have the best movement speed, but he is faster than light in terms of reaction time and combat speed. He can dodge bullets and beams at light speed, as well as keep up with One Piece opponents who launch attacks at lightning speed or faster, and is believed to have developed faster abilities since the time skip.

That being said, Enel is a lightning logia, meaning he moves as fast as lightning in almost every scenario. The fact that Luffy has trouble keeping up with him doesn't necessarily mean that Luffy isn't lightning fast; it could simply mean that Enel has a base speed of lightning. Enel could potentially move much faster than lightning when he wanted to, meaning that Luffy could still be slower even if he were lightning fast.

Another important thing to mention is that while the visuals and details may remain the same, the dialogue can often get lost in translation—though this isn't to point fingers at any one manga version, it's more about how the narrative is interpreted. As seen above, Luffy is depicted saying that he's having trouble maintaining Enel's ability that allows him to predict Luffy's movements—he wasn't necessarily having trouble because of Enel's speed.

This would make more sense if we compare Luffy's reactions to those of other main characters in One Piece, especially Nami and Usopp, since they manage to dodge Enel's lightning attacks. Most fans believe that Viz translations are generally more accurate in terms of canon and story.
Luffy is faster than light
Luffy is said to have started out hypersonic and become as fast as lightning, or faster than the speed of light depending on his form. But the answer can be found through solid mathematics and in-depth calculations.

With the main areas of debate covered, the majority of One Piece fans believe there is enough evidence to suggest that he has developed light speed. His speed has been proven numerous times throughout Skypiea, and even more so in the post-Skypiea arc, the Long Ring Island arc.
When confronting Foxy's Noro-Noro Beam, Luffy manages to dodge it several times, while still unleashing a barrage of attacks, meaning he would have had to constantly switch between normal and light speed.

He then dodges the beams again in another instance, but this time he states that he has no idea where they are coming from—but he dodges them anyway. The key point here is that the beams emitted by the device are made up of photons, which naturally travel at the speed of light.
There is some debate about the exact moment he reached lightspeed, with some people believing it was before Wano. Regardless, considering Luffy's strength and speed since the time skip, it's safe to say that present-day Luffy has surpassed lightspeed.
