Sai and Leo are two supporting characters in Oda's One Piece, pirates who lead their own crews and are part of the Straw Hat Grand Fleet. Sai is a member of the Chinjao family and is the 13th leader of the Happo Navy, while Leo is a dwarf from the Tontatta Kingdom and the leader of the Tontatta Pirates. In addition to being allies, the two are also close friends and have worked together in the past.

Sai is a member of the Chinjao family and the 13th leader of the Happo Navy. He is an expert martial artist and a physically formidable and durable fighter with great stamina. He is married to Baby 5, a former officer of the Donquixote Pirates, who left her crew because she fell in love with Sai.

Along with his grandfather Don Chinjao and his brother Boo, they competed at the Corrida Coliseum to win the Mera Mera no Mi and sabotage the arms deals of the Donquixote pirate gang. Leo answers the Marines when they ask him if he is part of the Straw Hat Pirates and if they are good or bad people. He uses his Devil Fruit ability to tie Robin to the ground while the other dwarves examine her body and the contents of her bag. When Robin wakes up, the dwarves are shocked, and Leo begins to question her, wondering if she is a bad person. When Robin says she means no harm and won't tell anyone where they are, Leo quickly believes her and releases Robin, smiling happily.

Since Robin had no weapons, Leo and the other dwarves tried to take off his clothes. However, Flapper stopped them and told them not to hurt Robin as he was a friend of the "hero." Later, Usopp asked why the dwarves wanted to fight Doflamingo. The dwarves laughed and said they wanted to defeat the one who was holding 500 of their friends as slaves. The dwarves began to leave, stating that they had a business under the Colosseum, where the prison was located.

Once the preparations were complete, the dwarven army marched towards Dressrosa with Robin and Usopp. They then gathered at Riku's Royal Army headquarters. Leo reacted happily when the ruler mentioned King Riku's name and explained that they had gone to the royal palace to attack Doflamingo.
