Usopp is one of the most well-known characters in Oda's One Piece franchise, and while he's an indispensable member of Luffy's Straw Hat crew, he's also—generally, at least—known as a coward and one of the weakest characters in the entire series. Still, Usopp has a range of interesting abilities that have come in handy on several occasions, but can he use Haki, one of the most important skills in the series? Since the Dressrosa Arc, Usopp has only been able to use one Haki—Kenbunshoku Haki (Observation Haki), which makes sense since he's the crew's sharpshooter. His ability was confirmed when he was able to see the auras of Luffy, Law, and Sugar, who were in the royal palace, far away from him. As for Conqueror's Haki, Usopp wasn't born with it—as far as we know—and therefore cannot use it.

Usopp was not born with the ability to use Conqueror's Haki.

Haki is one of the most powerful and complex techniques in One Piece, and not every character can use it; the number of characters who can use all three types of Haki is even smaller, as it is a very rare feat. The three known types of Haki are Armament Haki, Observation Haki, and Conqueror's Haki.

The first two can be learned and improved through training, while the last one is the only one that cannot be learned and, it seems, people are simply born with it, which is why it is the rarest, most powerful, and most dangerous type of Haki in the One Piece world.

Now, we know that only the most powerful One Piece characters use Haki, and we also know that Usopp isn't one of the most powerful characters in One Piece. So, can Usopp use Haki? He actually can! But he can only use one type of Haki. And no, it's not Conqueror's Haki. Namely, as we've explained, Conqueror's Haki is the rarest and most dangerous Haki. It allows the user to exert their own will over other characters who aren't strong enough to resist it.

This has its limits, but with it, a powerful character is certainly capable of bending many other characters to their will. It has been shown that only the most powerful characters in the series possess this type of Haki, and all of them are said to have the qualities of a king.

So, does Usopp have Conqueror's Haki? No. He simply wasn't born with it, nor does he have the power to bend others to his will. Usopp also can't use Armament Haki, but he is capable of using the last remaining Haki—Observation Haki. During the Dressrosa Arc, out of fear of permanently forgetting Luffy because of Sugar's powers, he first manifested Observation Haki when he was able to see Luffy, Law, and Sugar's aura through a wall over 3 kilometers away. This happened in episode 697, which adapted chapter 758 of the manga.

Kenbunshoku Haki or Observation Haki, called Mantra in the Sky Islands, allows its users to predict their opponents' immediate movements and detect their presence at any time, even if they are hidden or too far away to be seen naturally. It is one of the most basic Haki in the series and is more practical than powerful, though it can be the best choice in certain situations. There are many techniques that an Observation Haki user can use, but Usopp, as far as is currently known, can only use one: basic presence detection.

Perhaps the most common use of this Haki is the user's ability to "feel" the presence of their surroundings (including the presence of people around them, the environment, etc.). Rayleigh teaches us that if one is adept at this type of Haki, one can "see" other individuals even if they are hidden or too far away to be seen naturally.

But we don't see them in detail (their physical characteristics are unknown, for example). Thus, Issho, who masters this Haki, cannot guess Luffy's features. Individuals are recognized by an "aura" that forms against a dark background, as when Usopp aims at Sugar, or how Issho's eyes see the world.

Even though he's grown a lot over the years, Usopp has never had the qualities of a king, and it wouldn't really make sense for him to have the most powerful Haki of the lot. It also wouldn't make sense for him to have Armament Haki, as his weapon skills are at a very low level (except for his sling, but that's tied to his Observation Haki).
