In this article, we're going to talk about an enigmatic character whose role in the story isn't entirely clear, but who seems to be an exceptionally important figure and will, by all means, play a major role in the final arc of the story. The character in question is Imu, the King of the World, and we're going to tell you who he is and what his role in the World Government is.
Imu or Im is an enigmatic figure who has so far only been depicted as a silhouette. He is part of the world government and is considered the king of the world, as even the five elders bow before him. His powers and abilities are completely unknown at the time, but he wields enormous political power and influence in the world. He resides in the castle of Pangea in Marie Géoise.

Who is Imu in One Piece?

As for his powers and abilities, their full scope is unknown at the time, but the fact that he occupies the Empty Throne, which is perceived as the seat of all power in the entire world, as well as that the Five Elders, who are considered the highest and most powerful representatives of the World Government, bow to him and address him honorifically, implies that Imu is in fact the highest authority in the World Government (though this fact, as well as Imu's own existence, is unknown to the rest of the world). As for proof of his power and authority, Imu appears to possess an extremely powerful ability or weapon that allows for the complete annihilation of entire islands in seconds; it was once thought to be Uranus's ancient weapon, and this theory remains undisproven, as Uranus is the only unknown weapon in the series. This unknown weapon operates in the sky, shrouded in clouds, raining down bursts of energy like lightning or lasers that engulf its target in a massive explosion, leaving nothing but destruction in its wake.
The weapon's destructive effects were first observed when Imu used it to destroy the kingdom of Lulusia in an attempt to eliminate Sabo. It could be primed and fired mere seconds after Imu learned Sabo's location. Imu also possesses a saber. He has not been seen with it in combat, but he has used it to cut up wanted posters or stab photographs with it, so his actual prowess with it is unknown.
What is Imu's role in the story?
Imu's story arc was quite sparse, and he was only seen in a few episodes. Imu headed to a room deep in Pangea Castle where a straw hat was kept during the time when the nobility from around the world gathered to attend the Levely in Mary Geoise, holding Monkey D. Luffy's reward sign in his hands. He then went to the Flower Room, where he looked at pictures of Nefertari Vivi and Monkey D. Luffy, tore up Marshall D. Teach and Princess Shirahoshi, and other posters of Marshall D. Teach. At the beginning of the Levely, Imu sat on the empty throne to welcome the Five Elders.
The Five Elders then requested a name whose existence would be erased from history. In the empty throne room during the Levely, Imu met Sabo, the Chief of Staff of the Revolutionary Army. When Sabo was able to escape, the World Government went into search mode to find him. After intercepting a frantic message, Imu finally located him in the kingdom of Lulusia. He then destroyed the entire island (and the country with it) with an explosion and claimed that she had never existed.
Imu is definitely a force to be reckoned with. It's unclear how powerful and important he is and what he wants to accomplish, but much can be inferred from his behavior so far. He seems to want absolute control, but from the shadows. Like all Celestial Dragons, he considers himself superior to everyone else and likely believes he's God. That's why he wants absolute power and control, but also secrecy, as this secrecy allows him to pull the strings as he pleases without having to answer to anyone, since he doesn't exist. This is why he wanted to eliminate Sabo after the latter discovered his existence.
What Imu intends to do and how much power he actually wields is unknown. This will be revealed in the upcoming chapters and episodes of the One Piece anime, but he is definitely a force to be reckoned with, and everyone will definitely need to be careful with his moves, as they could prove crucial in the long run.
What does Imu look like?

The character of Imu has only been seen in silhouette form so far, so we don't really know what he looks like. It's worth mentioning that Imu's namesake in Norse mythology, Im, was a giant, but there's no evidence that the One Piece Imu is one; in fact, it's completely unknown how tall he is, but he doesn't appear to be among the tallest One Piece characters, though he could be taller than your average bear.
He has a humanoid figure, more or less, and one of his hands that we've seen looks human, but his eyes have completely red irises with strange circular patterns around them, similar to Zunesha and Mihawk's; the color may indicate something non-human, but his overall appearance doesn't suggest it. He also wears a very strange crown with four incredibly tall, sharp spikes on top and an extremely long robe flowing to the ground a great distance behind him, which makes sense considering how much of a king he's supposed to be. The manga panel from above is the best glimpse we've had of him so far.
What is Imu like?
Imu's personality is largely unknown. However, it is known that he has become particularly fond of Monkey D. Luffy, Marshall D. Teach (aka Blackbeard), Shirahoshi, and Nefertari Vivi, as shown by the wanted posters he had of them throughout the Levely events, which included prompts and updated images of the princesses; it is currently unknown if he likes Vivi, but there have been hints that Imu has special feelings for her.
Namely, Imu then tore up photos of Luffy and Blackbeard and cut a photo of Shirahoshi with a sword, thus demonstrating a certain tendency towards hatred and violence, but Vivi's poster is the only one he didn't touch. On the other hand, he allowed a butterfly to land on him in the Flower Room, demonstrating that he could also have a soft side.
But, generally speaking, Imu comes across as a very cold, apathetic, extreme, and unspeakably ruthless person, whose brutality surpasses that of the Five Elders because, unlike them, he shows no remorse for destroying entire islands along with all of their inhabitants in order to kill a single target, which was actually a guy who threatened to reveal his existence to the Revolutionary Army, something Imu didn't approve of.
